Broadway Malyan was appointed by Wolverhampton City Council and English Partnerships to help plan and prioritise strategic investment in housing neighbourhoods across the city. This planning was an essential part of preparation for the creation of the Homes and Communities Agency with a view to obtaining major investment for strategic schemes over the coming years. We developed an evidence-based model that supports decision making and provides a rationale for investment proposals that can be thoroughly tested. To achieve this we combined a series of strategic and local data sets alongside assessments of sites and neighbourhoods and the impact of local policy. The aim of this was to determine both need and opportunity, addressing:

- Estate trajectory
- Strategic fit
- Public investment fit
- Housing market potential
- Development opportunity
- Deliverability
- Strategic decant
- Land control
- Scale
- Value
Our work identified four strategic investment areas and has provided the basis for neighbourhood phasing in respect of the local housing company and we were subsequently appointed to undertake the next phase of neighbourhood masterplanning and regeneration strategy that will form the basis of the Outline Business Case.
The approach and model developed for this project could be readily adapted to other housing renewal projects in the UK.
