Broadway Malyan was commissioned by Newcastle-under-Lyme Borough Council and North Staffordshire Regeneration Partnership to undertake a Development Options Appraisal of Newcastle-under-Lyme town centre, and to produce a series of Design Briefs for key sites that will direct the delivery of development in the town centre. The client sought a design-aware and commercially-savvy team to drive their vision forward.
The Council is embarking on a programme of projects and a broad spatial strategy to steer the implementation of their strategic investment framework and vision. As part of this programme, a commercial and development implementation perspective is required on how this could be directed on specific sites to optimise opportunity and value added in a comprehensive manner.
Viability is critical.
Evaluating public sector land and property assets and establishing existing or proposed private sector development plans are decisive factors in unlocking the town's potential. Developing proposals for a retail-led mixed use development is thus fundamental in driving the town's market potential. Achieving retail 'distinctiveness' is a key objective. Collaborative working with key stakeholders, including landowners and developers, has been an essential part of the process.
The aim therefore is to:
- Confirm development opportunities and a route to realising their potential
- Land mix scenarios and urban design framework
- Planning position and supporting case within the local development framework
- A series of design briefs, providing advice on urban design and architectural intent
- Implementation and delivery strategy
