Broadway Malyan was commissioned by the Chinese Government to transform the approach route and urban centre of a major city of 2.2 million inhabitants, in preparation for a programme of urban expansion which will allow the city to double in size over the next 15 years. A new city is to be built on a former airfield to the north east, requiring the existing city  bypass to be transformed into a 100 metre-wide urban boulevard avenue linking the airport to the city and the Yellow River beyond. A 32km long, 1000 metre-wide swathe of urban development was designed by Broadway Malyan, including residential, office, retail and industrial buildings, serviced by a hierarchical transport network and furnished with new plazas, parks and green spaces.

The scheme's concept sought to utilise the city's rivers and waterways for transport and as attractive settings for the buildings and parks. A new tourist canal route was devised to allow visitors to tour the city and sail to the Yellow River. The scheme also featured a new pedestrian plaza laid over the existing highway which was sunk over a 2km section at the new city centre.
